Subject: Request for Corrective Action on Federal Hemp Definition
​
As one of your constituents, I am writing to you today with deep concern regarding the recently passed changes to the federal hemp definition. The hemp provision included in November’s spending bill was touted as an effort to end intoxicating hemp products. However, in practice, the new restrictions constitute an effective prohibition of nearly all hemp. It is estimated that 95% of products currently on the market, including full-spectrum CBD products, will be illegal under the new definition, and that the vast majority of hemp businesses will be forced to close as a result. The hemp industry currently supports over 300,000 jobs and generates more than $30 billion in annual revenue. These new restrictions will eliminate the livelihoods of thousands of Americans, shutter legitimate businesses built in full compliance with federal law under the 2018 Farm Bill, force consumers toward an unsafe, unregulated black market, and cost the United States billions of dollars in lost tax revenue in the process. Before these new restrictions are implemented in November 2026, I urge you to support corrective action that restores a clear, workable hemp definition, for the good of consumers, farmers, retail workers, and businesses.
